Ok.  Now I know the problem.  The fix is in the readme.  You need to copy a file
SERVICE.INS to the root directory or ADTSWIN.  Then you need to use notepad and
change setupp.iss in the ADTSWIN directory and change f:\adtswin to the 
directory
where your service pack is (in my case it was
C:\navgold\download\code400\qadtswin).  Then go to A DOS PROMPT and then issue 
the
command after changing to the ADTSWIN directory,
c:\adtswin\setup.exe -fservice.ins .  ignore the -s for silent installation.  
These
instructions are in the SERVICE.TXT document in the downloaded service pack
QADTSWIN\MRM directory.  Remember, IBM wants to restrict the number of code/400
licensees and so the instructions are extremely convoluted to discourage 
riff-raffs
from buying CODE/400 and get more productive.  Job security.. my friend....
