If you are using RPG/400 or ILE RPG level 00 is preferable.  However, if you are using System/36 RPG, 20 is ok since a lot of RPG7031 messages are flagged as level 20.  IBM's CRTS36RPG uses 20 as default but 00 as default for CRTRPGPGM, CRTBNDRPG, CRTRPGMOD ... HTH
