We have done it here, and did it by using the IBM AFP Windows Printer
Driver.  You can use a product like MS Word 95 to create the form, and then
print the form using the AFP driver.  It gets printed to a folder on your
AS/400, and then you can use that file as your overlay.  It takes some
playing, but we did it for converting a Purchase Order done in Word95, to an
overlay, to be used with Fax/400.
