An interesting idea Peter.  I'm sure if you could manage it there would
be quite a market for it, but I can't seem how you could prevent someone
who gets the NOT AUTHORIZED message from just taking the tape/CD to
another system and doing a Dump Object on it.
Of course, if all the data was encrypted before it was stored the data
itself may be 'secure'.

Still, if you have some ideas they obviously need to remain secret for
this to work.   :-)
