RCLACTGRP QSYS Reclaim Activation Group

RCLLIB QSYS Reclaim Library
RCLOPT QSYS Reclaim Optical
RCLPRJ QSYS Reclaim Project
RCLRSC QSYS Reclaim Resources

RCLSTG QSYS Reclaim Storage
RCLTMPSTG QSYS Reclaim Temporary Storage

Only RCLSTG requires a dedicated state.
RCLDLO doesn't require a restricted state, BUT no documents or folders
should be in use.
