If you are at V3R1 or greater you can use the CHGOWN system command.
For example, to change the owner of all objects in MYLIB to USER you
would use the following command:
   CHGOWN OBJ('/QSYS.LIB/MYLIB.LIB/*') NEWOWN(USER)

FYI, there is also a sister command for changing authorities called
CHGAUT.  The only downside to these commands is they do not support
an option to recurse through subdirectories.
