I believe it is shipped with every AS/400. Also, you have always been able
to evaluate it for free. While IBM has not always has an official policy to
allow that, during the dry time between the "60 trial" and the "try and
buy" periods I didn't have any problem installing and trying it without
getting invoiced. 

Basically, the requirement for trying Code/400 is that you must want to.
