This is not ture.  We are running TCP/IP on our V2R3 box (we need to have
one box in our office on that release to support some older clients).  It
happily talks to our other 400 running V3R7 and all the PCs (including NT)
on the network.  TCP/IP was a seperate program product under this release.
While it works, the implementation is not nearly as good as the
implementation in V3.  However, if you have the need to implement TCP/IP at
V2R3, it will be just about impossible to find the program product.
