Demise of V3R2 & V3R7 Support

But the previous date for withdrawal of service was October 31 1998
(in the V3R2 original announcement letter 296-184 dated June 4 1996).
I see this as extending the support cycle 17 months for V3R2, and to
be of distinct value to V3R2 users.
