The TCP/IP equivalent to the APPC APIs is Sockets.  This is not for the faint 
of heart, however if 
you have done C-PIC programming Sockets is similar.  Get a good book on the 
topic (the one by 
Richard Stevens - UNIX Network Programming (now in three volumes) is my 
reference).

I have written a 5250 TELNET server using sockets and I can tell you it's not 
easy -- but not 
impossible either; I managed to do it!
