I'd consider that likely if *all* of the CGIs failed, but not all of them
do; just the ones that I compile. The precompiled programs off of the CD
that came with the Cool Title redbook work just fine. I try to compile
from the included sources, and the program fails. It doesn't fail with
a Bad Script Request either, it's:

Error 500

CGI Program failed

I still greatly suspect that there's one tiny little step that I'm
missing and that the manuals aren't telling me about either.
