Yes, that exact approach has been taken in the past.  For example, APAR
SA43892 (V3R1 PTF SF23807) used this approach to add extra data to the
CPF1269 message.

I'm sure IBM may be able to justify a similar approach in this case
without having to resort to a full blown MRI PTF with all the
translation.  :-)

but... In a
        PTF pass the additional information to the send message command,
but leave
        it up to the customer to modify the message id to show the
information. In a
        future release of OS/400 you could change the message yourself.
