Change the DSPDTA parameter to *OWNER to prevent anyone but the owner of a
spool file from seeing the contents of that spool file.  If you find that
users are not able to answer messages for pending spool files that they
don't own, then you can change the OPRCTL parameter to *NO.  (If it's *YES,
then only users with *JOBCTL special authority can control the queue.)

However.... Users with *SPLCTL special authority will _always_ be able to
see any spool file on the system.  Consider removing that special authority
from all user signons.
(Who really needs *SPLCTL anyway?  Probably less than 99% of all user profiles.)
