Chances are fair to middling that your modem needs to be configured differently.
Trouble is, you can't *reach* the modem to issue new AT commands!  One work-
around is to configure a temporary leased line to talk to the modem.  Issue your
AT commands (&C1&D2 if I remember rightly...), then try the switched line again.
You basically need to get the modem to bring DSR up properly.  May need &S1...
Be sure to write the commands to perm. memory (&W) so you don't have to go
through it again.  You may need to tinker for a while.  When you find the proper
combination, tape it to the top of the modem so you can re-create it when this
modem dies...
