I think there's some other cause for the difference you're seeing.  Both the
RPG III and RPG IV compilers treat this definition as packed - Position 43 (by
being blank) indicates only that the external format is zoned if the data is
loaded from an external file.  If the elements show up as zoned in your RPG III
code there must be some other definition of the elements that are causing
this.  Since RPG IV would also behave the same way, the only thing I can think
of is that some of your code is being /COPY'd in and you have not converted
those members correctly.  Check out the usage of the "Expand Copy?" option.

If this doesn't help you find the answer, please post a small program (or
e-mail me a big one) that demonstrates the problem.
