What do these codes "RFC821 (aka STD10) and RFC1869" mean ?  Can we find
the detail information in the INFOSEER in chapter 11?

Sorry for the late reply, but...
When you say "send an e-mail" I assume that you are talking about internet
SMTP mail, not office-vision mail. If so, one option is to drop down to the
low level SMTP implementation of mail and open a socket to port 25 on your
SMTP server and simply send the message using Sockets. The SMTP protocol is
not all that hard, quite easy even, to learn and is well documented. Take a
look at RFC821 (aka STD10) and RFC1869 to learn the details.
