You should be able to do this with a break handling program on message 
queue QSYSMSG.  When you create QSYSMSG the system sends various 
security messages to it.  The CL programmers guide documents the 
messages sent and contains a sample break handling program.

We are running on a 620 using V4R1 and have the system value 
QMAXSGNACN set
to a limit of 3 attempts before disabling the user profile.  I have a
profile that I would like to not follow the system value we have set 
and
never disable if possible, any ideas would be greatly 
 appreciated......
