I have not been paying much attention, but an easy way to copy files from
one AS/400 to another is cpyf. 

Just create a DDM file in qtemp that points to the original file on the
remote machine, and then CPYF from that file to the target file in the
target library.

However, if you are annoyed with SAVFs, then you are probably sending
program objects and this won't help you. Thought I'd try.
