A year or so ago IBM did have a Remote Console or Remote Control Panel
product available, but it was only for OS/2.

They have now replaced that with a newer product that I believe works
for OS/2 and Win95.
HOWEVER - it MAY only work on the new RISC AS/400's.
Apparently it allows you to take complete control of the control panel
to do such things as changing IPL source, doing a main storage dump, go
into SST, work with disk & ASP configs, activate mirroring, checking SRC
displays etc. etc., 
Anyway, I'd check with IBM.
