Yes, A PC can read the manuals straight from the CD. They can also be
installed on a network server. There's a reader on the CD that isn't too
bad—has a few weird aspects to it, but is generally quite useful.

The manuals are also available in HTML format (from v3r2) or PDF format
(from v3r7 on) on the Web. Start out at <http://as400bks.rochester.ibm.com>.
