QUSRSYS is where IBM puts all their files.  Try taking it out, and their
stuff requiring files will fail.  (Nothing important, passthru, snads,
office, etc.)  QHLPSYS contains all help text.  Try taking it out, and then
press F1, you will be less than impressed.
