Gee,  If there is some way to influence the SQLRPG people one of the 
first things that needs to be done is to make the pre-compiler 
a mult-pass mechanism.   We have to put the PREPARE statement 
physically BEFORE the FETCH function in the code.  We can't put the 
PREPARE down at the bottom in a subroutine or else the Pre-compilier
gives you an UNDEFINED error.
