Create a panel source member.  In this case, I
called it RUNSQLSTM (kinda keeps things together)

Generic help for the command:
.* Extended help                             
.*                                           
:HELP NAME='RUNSQLSTM'.                      
Run a SQL statement                          
:P.                                          
This command executes a single SQL statement.
:EHELP.


Use the following template for each parm:

:HELP NAME='RUNSQLSTM/SQLSTM'.
:P.Specify the SQL statement you want to execute here.   
:EHELP.

The command is named RUNSQLSTM and the parm is
named SQLSTM.

When creating the command, I pointed help panel group
to the panel I created above (RUNSQLSTM), and the 
help identifier for the generic help (RUNSQLSTM)

I have a fairly large example for our home-grown RUNSQLSTM
command.  It has individual help panels for each parm, as
well as more "generic" help.  In addition, it uses the
old search index that RPG used to have (alas no more.)
