Credibility  is should not be an issue.
The operative words are 'all'. and  you 'can't assume anything'.
Being  a fully compliant as possible  prevents future  problems,

Very likey the Person working on this project might  run the application
code  through a tool and  check the  end results of the efforts to see if
 all items were in fact changed.

 No exposures  remain !
