That's basically it Jeff.  
One key thing being to install the card in the FIRST (left to right)
available slot for that particular adapter type (if you told me the
exact model I could be more specific).
Do NOT  do something like leave slot 4 blank and install the card in
slot 5.
(Don't leave a blank card on a bus before a live card).

        I have an opportunity to do some configuration work for a nearby
company.
        One of the things they've asked about is installing an Ethernet
card. I
        don't have specific model information, but they have a 9404 or
9406 CISC
        model AS/400. Is there any thing involved in the card
installation other
        than the following?

        1. Check system value QAUTOCFG, make sure it is set to 1
        2. PWRDWNSYS RESTART(*NO)
        3. Install Ethernet card in free slot.
        4. Restart system
        5. STRSST, and ensure that the card was recognized properly,
determine
        resource name.
        6. Assign a line description to the resource, vary it on, and
begin
        testing.
