Dave,

Wherever you read it, it's wrong. QCTL does not magically start up other
subsystems. If you look at the source of the IBM-supplied QSTRUP
program, you will see that it starts QSPL unconditionally; and QINTER,
QBATCH, QCMN and QSERVER only if the controlling subsystem is QCTL.

Look in the OS/400 Work Management book for the relevant documentation.
