There are things having to do with *PUBLIC and various private
authorization that can affect performance. I don't remember the exact order
of authority checking, but you can find out more in the book Tips and Tools
for Securing Your AS/400, as well the Security white books. Go to
<http://www.as400bks.ibm.com> to see them, if you don't have your Softcopy CD.
