Booth,

You're not dense.  I went back and re-read my initial eMail and it 
wasn't very clear.  IS was "ordered" by management outside of IS to buy 
a NT server to do development on.   Now that he has it up and running 
those managers have no idea what to do with it.  All of their 
development requests to IS have been handled rather easily by the AS/400 
staff.   The NT server is sitting in the corner being used by 1 person 
writing rudimentary VB programs.
