It's programmer controlled.  The SHTDN opcode (and it's CL equivelent
RTVJOBA RETURNCODE), are a way for a programmer to determine that a shutdown
of the job, subsystem, or system has been requested.  It's then up to the
programmer to terminate gracefully.
