I had the same problem recently when I bought a new AS/400.  I put the new one
and the old one on the network.  I added another system to my AS/400 
connections.

If I tried to start a session on the new box, and the old one wasn't on, I got
the same error.

Seems like Client access on the client side will still try to get you a valid
license from the original machine.  I deleted all connections and started over,
then everything went ok.
