I have a customer with a P90 PC running WinNT server and SNA Server.
Hardware & Software (2 user) around $2000, maybe just a little more.  I
recommend this if you have network connection to the 400.

two 28.8 modems running RAS (Remote Access Server)

I can call the NT server, request a callback (i don't pay for call),
then start Client Access for 95/NT.  I run 3 emulation sessions, and a
printer, and it flies at 28.8

I have other customers that use Advanced Business link boxes for PC
dialup.  It works awesome, but they charge more $ per user.  Around
$4000 for 2 line 5 user.  This box can be twinax attached.

Or, you can use Autosync cards.  They work fine at 14.4 or 28.8.
