Am I being dense? That sounds like a good place to be! 
The database can be changed to include century fields without changing any
of the existing code.
All of the year fields have names that can be easily scanned for.
I'll bet that much of the date formatting is done in data structures --
again easily scanned and centralized in a copy member if you're feeling
ambitious.

It's the databases(?) that have dates stored in 47 different formats that
leave me feeling chapped.
