Debugging an ILE program is the same as debugging an OPM program
using STRSRVJOB and STRDBG.

Are you sure the program is still active?  Are you sure you are 
debuggin the correct job?

Try adding a DLYJOB to the beginning of the batch job so that you 
have time to start debugging.
