Rename your file FCITY to something else. Run your query with the option to 
create the file. Use DSPFFD to see how the record format was created. Change 
the DDS for FCITY to match this. Now you can compile your RPG. Also change your 
query to replace the member vs replacing your file and you won't have the level 
check problem.
