Could you use the following sequence?: 

1) Start up job on AS/400 that will do FTP to PC 
2) Start FTP session to AS/400 to PC  
3) PUT file from AS/400 to PC 
4) End FTP session 
5) Submit a RUNRMTCMD to start the PC job  
6) End job on AS/400 

Please note that the PC must be running a rexecd (remote executing
daemon) in order for the RUNRMTCMD to work.  

Another possibility is to do the FTP from the PC to the AS/400 and then
once the file transfer is complete, start your PC process.
