It's not a PTF CD.
That should be the LIC CD - the one you start the IPL from via
PWRDWNSYS *IMMED RESTART(*YES) IPLSRC(D)
to begin the upgrade.

I'm assuming you didn't get these CD's from IBM because they always
include a Media Description Report in the big white envelope labelled
READ ME FIRST that describes the contents of all media shipped with a
release upgrade, from the tapes/CD's for the AS/400 part, down to the
contents of any CA/400 install diskettes.
