I also agree.  DOUxx & DOWxx require you to work from compiled listings,
whereas GOTO and TAG can be searched in SEU.  At the machine interface
level, DOWxx, DOWxx and GOTO, TAG are exactly the same thing.  Why not make
the program easier to work with in SEU.  One slip of an DOUxx, END and you
have search through 800 lines of code to search through and DEBUG.

Also, the H spec should allow a keyword that disallows END which would
require ENDxx only.
