Yes there is a right location...

.INI files should be in their applications directory, OR in the C:\WINDOWS  OR 
the C:\WINDOWS\SYSTEM directories.

CA/400 likes to have this particular .INI file in the C:\WINDOWS directory.

Also, I've heard that the following entry is not correct,

ForceTranslation=1

while this next entry is correct:

ForceTranslation=1;

The additional semi-colon is supposed to be there according to IBM support. But 
none of the manual or documentation suggests that. 
I would try it both ways, or change your CCSID code to 37 or whatever it should 
be.
