I think this was not a case of using API's, but a case of Hawkeye using
their own MI programs to access "that stuff that IBM would prefer you
not touch" in order to improve performance.  There are no API's for
exactly what they were doing (or there are but they are still slower
than their MI calls), hence they suffer at level 40.
