Sorry about that reply, I missed the bit where you mentioned you DID use
CC03 as the resource name on CRTNWSD.

Have you tried using TYPE(*NETWARE) on CRTNWSD, instead of TYPE(*BASE) ?

You don't use the resource name of the PORT (Token-Ring Port or Ethernet
Port) on the FSIOP on CRTNWSD, you use the resource name of the File
Server IOP itself (up at the top level on DSPHDWRSC *CMN).

ie. Instead of using something like LIN071 you would use something like
CC02.
