I have a couple of DSPF panels on my screen: 
Line 1-2 Program heading
Line 3-10 SFLCTL-1
Line 11-22 SFL-1
Line 23-23 command keys
Line 24     Error message subfile

This all works ok, the problem is when the user press a command key, 
I have another subfile overlaying the existing screen:
Line 9-12 SFLCTL-2
Line 13-22 SFL-2
Line 23-23 command keys
Line 24     error message subfile

This works ok, the only problem is line 3-8 is blank when the second
subfile is displayed.

I exfmt on SFLCTL-1 and SFLCTL-2, and have OVERLAY and PROTECT 
specified. 

The CLRL keyword is not allowed for SFLCTL record formats.
I do not want the copy files from SFLCTL-1 to SFLCTL-2, for ease of 
maintenance later.
