My company's product ETIKIT does exactly that.   It allows you to control which
outq's users see, which print writers they can start or end for which outq for
which message queue,  and it also lets them see only their spool files.  You can
also grant access to individual Action Options on those work with panels. 

ETIKIT also does many, many other functions as well.
