You're right that you can't use CPYTOPCD on a save file, but you can turn
your SAVF into a PF using a HLL program that reads 528 byte records from the
SAVF and writes it to the PF.  

After the PF is downloaded to a PC, anyone who wants to load the file back
to a /400 to copy it back to a 528 byte PF on the /400, and then use an HLL
to read records from the PF and write them to a SAVF.  

Someone told me recently that their is a utiility in TAATOOL that does this,
but I've not seen it myself.
