"Code Complete" by Steve McConnell should probably be required reading
for all programmers.  While not AS/400 specific, I have never found a
more common-sense book on modular programming.

I second the vote for "Code Complete".  At our shop, all programmers are   
given a copy, and get a $100 bonus for reading it.
