It SOUNDS like what you want is a resource accounting package.  If this is
the case, I MAY be able to point you in a direction.  In a former life, I
worked for a company that had a package called RAA (Resource Accounting and
Analysis).  RAA was originally written for the S/38, and later ported to the
AS/400.  It sounds like RAA provides the functionality that you seek, but I'm
not sure of its current status since the collapse of the aforementioned
employer.

You may want to call Steve Noe of Automation Concepts and Resources, USA
phone number 919/460-6640, and ask about the status of RAA.  He should be
able to point you in the right direction.  I've never heard of another
package that does this, although I find it hard to imagine that there isn't
one...
