Sounds like you need to do what I did at a shop that I was in charge of (more
than I'd care to mention) years ago.  After obtaining management approval, I
sent a memo to QEVERYBODY stating that the system was NOT a filing cabinet
and that these old spool files needed to be eliminated.  I further stated
that if they needed training on how to delete spooled files, my department
would be happy to provide it.  I also said that, if the files REALLY needed
to be saved, we would be glad to charge their department for moving these
spooled files to microfiche (there WERE no CD solutions, let alone CD's, at
the time) or for the additional DASD requirement for keeping them on-line.
 Once the offending Management was informed of the DASD cost, our utilization
dropped almost 20%!
