The ?63? is the 63rd parameter that contains the library where program ABC12
is found.

The ?64? contains the data that builds the file being referred to in the
label statement.  You will have to look in the ocl program and see where the
64th parameter is referred to.  This could be an evaluate statement for
example EVALUATE P64=ABC.
