There are a few ways.  I pulled this from some examples we had so you will have 
to substitute your names.  Performance will vary depending on method used.

Select records in the city master that do not have a matching record in the 
state master:

Select CSCTY, CSSTE, CSCIT From UVCSP000 Exception Join UVSTP000 On CSSTE = 
STSTE                                                            

Above using sub-select:

Select CSCTY, CSSTE, CSCIT From UVCSP000 Where Not Exists (Select STSTE >From 
UVSTP000 Where CSSTE = STSTE)

Above using quantified comparison:                                              
              
Select CSCTY, CSSTE, CSCIT From UVCSP000 Where CSSTE *= All(Select STSTE >From 
UVSTP000)
