You can specify the job queue in the job schedule entry's SBMJOB command (ADD/CHGJOBSCDE). It defaults to *JOBD. It's really not even necessary to end all of the subsystems. You could end the interactive ones, hold all of the public job queues and wait for some period of time so that jobs that are already active can end. Leave yourself a back door so you can get in if things get wierd. Maybe leave QPGMR up for this purpose.
