I am in the process of doing this right now. There is a product
called FormsXpress which has come out on top so far. Create!Print
is a close second but does have the ability of mapping the spool files
on the Windows desktop. FormsXpress lets you do this and sync with the
AS/400 without a seperate download/upload procedure. 

There is no need to use AFP these days. With FormsXpress and Create!Print
you can utilize PCL network printers or even attached printers via a PC
running a printer session. Why spend thousands on an AFP printer, which
is restricted to its uses? You also don't need the PSF/400 to run these
packages, which can be quite costly depending on your system model.
